THAT the Minutes of following Meetings be confirmed: Regular Meeting of Regional Council No. 10-23 held Wednesday, March 22, 2023 Workshop Meeting of Regional Council No. 11-23 held Wednesday, April 12, 2023

THAT all memoranda, correspondence and information included in the Agenda and Meeting Cycle Addenda for the Council Meeting held Wednesday, April 19, 2023 and distributed at the meeting be received for information , including: Memorandum from the Chief Administrative Officer re: 2023-2026 Strategic Business Plan Consultation Process Update Memorandum from the Commissioner and Medical Officer of Health re: alPHa Pre-Budget Submission

THAT all reports in the agenda for the Council Meeting of Wednesday, April 19 , 2023 be introduced for consideration.

THAT the recommendation in Report No. MO-08-23 be deleted and replaced with the following: THAT the Regional Chair send a letter of support to Halton’s MP’s for legislation including warnings on Alcohol labelling as outlined in Report No. MO-08-23 ; AND THAT a copy of such letter be forwarded to the Honourable Senator Patrick Brazeau , PC, the Honourable Senator Robert Black, PC, and the Federation of Canadian Municipalities for their consideration.

THAT all reports in the Health and Social Services portion of the agenda be approved as presented , except: MO-08-23 – Alcohol and Health AS AMENDED

THAT all reports in the Planning and Public Works portion of the agenda be approved as presented.

THAT all reports in the Administration and Finance portion of the agenda be approved as presented .

THAT the following By-laws be now READ, PASSED, SIGNED by the Regional Chair and Clerk, the Corporate Seal affixed thereto and numbered as follows: By-law No. 32-23 – A by-law to set tax ratios and to set tax rate reductions for prescribed property subclasses for Regional purposes and local municipal purposes for the year 2023. Reference: Report No. FN-17-23, Regional Council, April 19, 2023. By-law No. 33-23 – A by-law to adopt the estimates for the sums required during the year 2023 for the general and special purposes of The Regional Municipality of Halton and to establish rates to be levied for same against the Local Municipalities. Reference: Report No. FN-17-23, Regional Council, April 19, 2023. By-law No. 34-23 – A by-law to provide property tax increase deferrals for low-income seniors and low-income persons with disabilities who are owners of real property in the region of Halton and to repeal and replace By-law No. 18-22. Reference: Report No. FN-17-23, Regional Council, April 19, 2023. By-law No. 35-23 – A by-law to authorize the cost sharing of tax rebates to eligible owners of real property in the City of Burlington and to repeal and replace By-law No. 19-22. Reference: Report No. FN-17-23, Regional Council, April 19, 2023. By-law No. 36-23 – A by-law to authorize the cost sharing of tax rebates to eligible owners of real property in the Town of Halton Hills and to repeal and replace By-law No. 20-22. THAT By-law No. 38-23 be now READ, PASSED, SIGNED by the Regional Chair and Clerk, the Corporate Seal affixed thereto and numbered as follows: By-Law No. 38-23 - A by-law to confirm the proceedings of the Council Meeting held Wednesday, April 19, 2023.

THAT Council does now adjourn to meet again on Wednesday, May 17 , 2023 at 9:30 a.m. or at the call of the Regional Chair.
